As the apparel trade community continually seeks clarity on the chapter note 4 changes impacting heading 6106, GEODIS USA LLC, USFIAs Customs Broker Partner has submitted and received responses on three binding ruling requests, HQ H324935, HQ H325360 and NY N326188. The rulings predominantly deal with the concept of “loose-fitting” one of the new defining characteristics of a blouse falling under heading 6106. While the rulings provide some additional context regarding this concept, the distinction of “not clinging close to the body and/or mannequin” remains quite subjective. GEODIS and USFIA look to schedule additional webinars on this topic and are hoping additional rulings will be requested and issued providing further clarity on other outstanding concerns and questions that are the result of the chapter note change.
