It is an importer's ultimate responsibility to substantiate a Free Trade Agreement claim--and when a request for additional information via Customs Form 28 (CF28) is received, the importer should be ready and prepared to accurately respond. Responding to the FTA verification request can be a huge undertaking for any company, but if you don't properly respond, there can be massive implications for the importer.
