CBP’s detentions of merchandise under Withhold Release Orders put in place out of concern over the use of forced labor continues to escalate. In the case of textiles and apparel, WRO’s covering Xinjiang cotton are being cited as the basis for detaining goods made countries other than China where CBP believes that Xinjiang inputs may have been used.
