In a letter to US Trade Representative Michael Froman the groups point out that under the Andean Trade Promotion and Drug Eradication Act of 2002, Colombia and Peru were able to cumulate imports from each other and export to the US duty free. This benefit was lost when the TPAs entered into force and ATPDEA expired.
