“The reason [TPLs] were created in NAFTA was because there was a recognition that it is often difficult to obtain yarns or fabrics from the region and often those yarns and fabrics were more expensive than alternatives and there’s a recognition that there’s a balancing,” Spooner said. “On the one hand, we needed a requirement to source regional yarns and fabrics, but we also needed a safety valve to allow retailers to cost-average their production as a way to entice them to stay in the region.”
