The textile industry is particularly prone to shifting production, and China came in lowest among 27 countries named as a target for new sourcing in a U.S. Fashion Industry Association survey. Some are skeptical of a broad move out of China, saying that companies instead are keeping existing plants in place while going to other countries for additional production.
